Tear-Off to Final Inspection

A full replacement takes the roof down to bare wood and builds it back up: old covering off, decking checked, new underlayment and flashing, then tile, shingles or a new foam system. It ends with a final walk-around with your roofer.

Shingle roofs sometimes get a re-cover instead, with new shingles laid over the old ones. The City's guide puts a cap on that: a shingle roof can carry at most two added layers of asphalt shingles on top. A tear-off also shows the deck, which a re-cover keeps hidden.

In 2024, Phoenix Sky Harbor reached 110°F or more on 70 days, a record (NWS Phoenix). Heat like that can dry out underlayment, so ask which one your roofer plans to use; many choose a synthetic type.

When Homeowners Ask for Roof Replacement

  • Worn underlayment under good tile. The sheet under the tile often gives out first. The fix may be a lift and relay or a new roof.
  • Shingles failing on every slope. Curled edges, cracks and bare spots across the roof point to a layer near its end.

What Moves the Price

These are published Arizona ranges from home-cost sites, not prices from us. The roofer's written estimate is what counts.

From Inspection to Cleanup

  1. The roofer's inspection. A local roofing pro walks the roof, checks the attic and measures.
  2. A written estimate. Scope, materials, price and warranties go on paper.
  3. Tear-off and deck check. Ask for photos of the bare decking, especially boards that get replaced.
  4. New underlayment, flashing and roof. The new covering goes on last.
  5. Cleanup and walk-around. Nails and scraps are swept up, and you check the work with the roofer.

Solar panels on the roof must come off and go back on; ask the roofer who handles that.

The City's 2024 building code, in effect since August 1, 2025, exempts a roof that is replaced or re-covered in the same kind of material it had before from needing a building permit. Tile for tile and shingles for shingles both qualify. Switching materials, such as shingles to tile, needs a permit, and so does structural work on the framing. Treat tile to shingles, or anything to foam, as a permit job too and confirm with the City.

Your roofer should check with the City's Planning & Development Department at Phoenix City Hall, 200 W. Washington Street, and settle who files any permit. In one of the City's 36 residential historic districts, such as Willo or Coronado, exterior work goes through the Historic Preservation Office, so talk to it before the old roof comes off. Its 50/50 grants of up to $20,000 can include roof repairs; the last round closed October 9, 2026, so ask about the next one.

What You Get Up Front

Sending a request costs nothing. We answer questions on permits, costs and Arizona rules, then set up the visit. Before you sign with the roofer, run these checks.

  • An active ROC license. Arizona licenses roofers through the Registrar of Contractors. Look the roofer up on its online Contractor Search for an R-42 or CR-42 license, and make sure the name on the record is the one on your contract.
  • A complete contract. Arizona requires contracts on home jobs over $1,000 to show the license number, the full price including taxes, the deposit and each progress payment, and the ROC complaint notice. Ask for proof of liability insurance and workers' comp as well, and keep payments from running ahead of the work.

Frequently Asked

Does a new roof in the City of Phoenix need a building permit?

Not when the new roof is the same type of material as the old one, such as tile for tile. Shingles to tile, or work on the framing, needs a permit. Historic homes still check with the Historic Preservation Office, and your roofer should confirm the plan and say who files.

What if the roofer finds rotted decking?

Soft or rotted boards sometimes show up only once the old roof is off. Ask before you sign how the estimate handles that, such as a price per sheet of new decking. Ask for photos of the bad boards before they are replaced, so you can see what you are paying for.

What happens with a flat or foam roof?

Arizona's R-42 residential roofing license covers urethane foam. A foam roof in fair shape is usually recoated, not replaced. If it is worn through or holding water, replacement may make sense. Flat roofs vary a lot, so the roofer prices each one after seeing it.

Look up the ROC license first. Arizona generally lets you cancel a sale signed at your home until the end of the third business day after you sign, with Sundays and federal holidays left out of the count. See our Arizona roofing rules.
