Service Areas Near Phoenix, AZ

We take roof requests from homeowners in Phoenix, AZ, meaning the City of Phoenix itself, and from Glendale, AZ, Peoria, AZ, Avondale, AZ, Surprise, AZ and Goodyear, AZ to the west. Every one of them runs its own building office, so this page names the office to ask before any work starts.

Where This Service Reaches

Our area is a list of places, not a circle on a map. The City of Phoenix alone spreads across 518 square miles and held about 1,665,481 people in the Census Bureau's July 2025 estimate. The five West Valley cities sit to the northwest, west and southwest, and every one of them has grown since 2020.

The city printed on your mail doesn't always decide whose rules apply. Some homes with a Glendale or Peoria mailing address are actually inside Phoenix city limits. Before the old roof comes off, check which city's building office covers your address.

The Town List

  • City of Phoenix, AZ. A re-roof with the same type of material needs no City building permit; a switch of material or structural work does. Homes in the 36 residential historic districts check with the Historic Preservation Office. Ask the Planning & Development Department, Phoenix City Hall, 200 W. Washington Street.
  • Glendale, AZ. About 9 miles northwest, the closest of the five. Contractors need an ROC license and a City of Glendale business license before working there. The city posts no re-roof rule; put the question to its Development Services Center at 5850 W. Glendale Ave.
  • Peoria, AZ. About 13 miles northwest. Its home permit forms want two numbers from the roofer: the ROC license and the City of Peoria business license. For the re-roof question, ask the Development and Engineering Department through the city's online portal.
  • Avondale, AZ. About 16 miles west. The NWS found the worst damage of the August 9, 2026 windstorm here. Ask the Building Services Division of the Development Services Department before work starts; a roofer based in Avondale needs a city business license.
  • Surprise, AZ. About 21 miles northwest. The City of Surprise handles building questions through its Community Development Department (Building Inspections & Plan Review), which has an online building-code question form. Ask there before work starts.
  • Goodyear, AZ. About 22 miles southwest, south of I-10. The city's Homeowner Permit FAQs list roofing repair or replacement as work that needs a permit. The Development Services Department is at 1900 North Civic Square.

Wherever you live, the roofer who does the work should confirm the permit question with the right office and settle who files.

Outside the List?

Close to the edge of these six cities? Send the form anyway and name your town. Should your street fall outside our reach, you'll hear that from us straight away.

The state rules hold anywhere in Arizona: the Registrar of Contractors licenses roofers, and its online Contractor Search shows any roofer's record. Homes under an HOA also need the association's architectural approval, per the CC&Rs, for a new roof color or material. The Arizona roofing rules and the roof replacement cost guide go deeper.
