Roof Replacement Help in Goodyear, AZ
Goodyear sits south of I-10, about 22 miles southwest of downtown Phoenix, AZ. The city takes its name from a tire maker's cotton farms, planted here in 1917. Today it is better known for its master-planned communities and for Estrella Mountain Regional Park.
It is also the fastest-growing of the five cities we cover. The Census counted 95,294 residents in 2020 and estimated 125,359 in July 2025, a jump of about 32%. Homes here carry the highest values of the five, with a median owner home value of $471,300 and a median household income of $103,319.
Goodyear, AZ Homes Built Since 2000
Census survey data puts the median Goodyear home at about 2007, the newest housing of our five towns. About 40% of homes were built in 2010 or later. A large share of the rest went up in the 2000s, in places like Estrella, Palm Valley and the active-adult community of PebbleCreek.
Those 2000s homes are the first wave due for a new roof. Many have tile, and the tiles may outlast the layer under them by a long way. About 77.7% of homes in Goodyear are owner-occupied, so most readers here decide for themselves, sometimes with an HOA involved.

Where the September 2023 Supercell Formed
On September 12, 2023, a supercell developed in the West Valley near Goodyear and then tracked east across the Valley. The National Weather Service estimated gusts of 60 to 90 mph along its path, with isolated hail up to 1 to 1.5 inches.
Almost three years later, on August 9, 2026, the NWS listed Goodyear among the communities hit by a storm cluster that moved southwest from north Phoenix. Radar sampled winds of roughly 70 to 80 mph across the West Valley.
Wind that strong can crack or shift tiles, peel back shingle edges and push grit under flashing, though hail stays rare here. A roofer can tell you whether your roof took any damage.

The Goodyear, AZ Permit Rule, in Plain Words
Goodyear's Homeowner Permit FAQs list "roofing repair or replacement" among the work that needs a permit. That differs from the City of Phoenix, where a same-material re-roof needs no building permit. Phoenix's rule stops at its city line; in Goodyear, plan on a permit.
Permits go through the Development Services Department at 1900 North Civic Square. Decide with your roofer who files the permit, and write that into the contract. The same FAQ page tells homeowners to review their HOA's CC&Rs before any modification, so get architectural approval for color or material before the permit goes in.
Before signing anything, check the roofer's name on the ROC Contractor Search. The license class should read R-42 or CR-42, and the business name should be the one on the contract.
Budget Rows for a Goodyear, AZ Roof
| Cost row | Figure | Source (year) |
|---|---|---|
| Arizona roof replacement, whole roof average | about $7,484 (range about $5,706 to $19,407) | This Old House (2026) |
| Arizona asphalt shingles, per sq ft | about $4.38 | This Old House (2026) |
| Arizona concrete tile, installed per sq ft | about $9.65 (S-profile) to $12.05 (premium) | Roof Observations (2026) |
| Arizona clay or tile roofing, per sq ft | about $14.84 | This Old House (2026) |
| Tile lift and relay (new underlayment, same tiles), per sq ft | about $3 to $5 (national) | Fixr (2025) |
These rows come from home-cost sites, so read them as a guide, not a quote from us. For a newer Goodyear tile home, the lift-and-relay row may be the one that fits. HOA-required tile colors or profiles, a two-story roof and the permit step can all add cost or time. The roofer gives you the real price in writing. For a closer range, the roof cost calculator and the cost guide can help.

Before Your Goodyear, AZ Inspection
Do I really need a permit to replace my roof in Goodyear?
Yes. Goodyear's Homeowner Permit FAQs put roofing repair or replacement on the list of work that needs a permit. Apply through the Development Services Department at 1900 North Civic Square, or have your roofer do it. The contract should say which of you files.
Does a small repair need a permit too?
The city's list names repair as well as replacement. For a very small fix, ask Development Services how the rule applies before work starts, and have your roofer confirm.
Where does my HOA fit in?
Before the permit. Goodyear's own FAQ tells owners to review their HOA's CC&Rs before any modification. If you are changing tile color, profile or material, get architectural approval in writing first.
My house is only 15 to 20 years old. Is that early for a new roof?
Not for the layer under the tile. Heat works on underlayment long before the tiles wear out, and many 2000s homes are now at the age where a roofer should check it. Often the fix is a lift and relay, not a whole new roof.
Who does the inspection?
A local roofing pro, not us. We take the request, answer questions about Goodyear's rules and costs, and set up the visit. The roofer inspects, measures and writes the estimate.
